NEW HEBRIDES

Please refer to paragraph 4 of my minute of 4 July.

Mr Larmour, Mr du Boulay, Mr Champion and Mr Bullock (PDTD) are accompanying Mr Rowlands on a visit to Paris on Thursday afternoon 10 July for discussions on the New Hebrides. We understand from PDTD that it would be advisable, therefore, for an announcement in respect of Mr Champion's appointment to be made before his visit.

The appointment is made by the High Commissioner (Mr Larmour) with the approval of the Secretary of State and an announcement is made in the New Hebrides (no announcement is made by News Department, here). However, the French Resident Commissioner in the New Hebrides is told beforehand as are the appropriate authorities in Paris.

I attach a draft telegram, which has already been provisionally cleared with Pacific Dependent Territories Department, and which we will ask Mr Larmour to approve before issue tomorrow. Mr du Boulay is expected in the Office about 10 30am tomorrow and we will clear it with him then.
