framework. A good command of French is an obvious essential. Tolerance and flexibility need to be combined with a determination to secure our minimum

desiderata.

7. The Resident Commissioner must, of course, also have a capacity to win and hold the confidence of the

New Hebrideans, and to deal with the territory's rapidly emerging (and highly sensitive) political groupings.

The security situation in the New Hebrides is somewhat fragile, given the inadequacy of the police, and the past determination of some political groups to monopolise political powers, at least in "their own"

areas.
