BRITISH RESIDENT COMMISSIONER NEW HEBRIDES

1. I spoke to Mr du Boulay of Protocol and Conference Lepartment about the matter of a uniform for the new Resident Commissioner in the New Hebrides. We had always understood that he did not need one although Mr Stuart, having consulted Mr Champion in Vila, has gone ahead with the permission of PSD and ordered one.

2. Mr du Boulay said that when he was appointed Resident Commissioner for New Hebrides in 1973 he found similar confusion on the subject of uniform. He therefore went ahead and ordered his own and, as he put it, designed it himself. It seemed that the uniform he used was a tropical Grade 3 Heads of Mission one together with the tropical white cap with swans down - not the normal Governor's helmat. I asked Mr du Boulay whether he could give us any instructions in his present capacity about this and he said he would look into it. However, he pointed out that

Mr Stuart will probably be the last Resident Commissioner in Vila and hopefully the subject would not come up again.
