1. On 25 May 1978, Bill Quantrill submitted to Mr Lawrence the draft of a circular he proposed issuing to all Officers Administering Governments in Dependent Territories about proposals for their Inspection. Mr Lawrence agreed the draft and I attach a copy of the subsequent circular which issued on 2 August 1978.

2. No objection to the proposed arrangements has been rasied by any of the Territories so we see no reason why they cannot now be regarded as operational.
