10. In addition to these points to be covered as a matter of course, I hope that whenever the Inspectors are due to visit a Territory we could ask them to advise on any other administra-

I tive or management problems that might be bothering us. realise that sometimes such problems would be outside the experience of the DS Inspectors, or that they might require a much more thorough investigation than the time available would permit. I am not, therefore, asking for an undertaking that such tasks could always be taken on only that you should give sympathetic consideration to them if time and resources permit.

11. If you can agree to something on these lines, I will send a circular to all Governors informing them accordingly. hope you will not then consider it necessary in future to await an invitation from the Governor before going to any particular Dependent Territory.
