1. I attach a draft reply to Mr Laurence's minute of 19 April 1978 about inspection of Dependent Territories. and a draft circular to OAGS explaining our proposals. I have omitted countries shortly to become independent.

2. Although Mr Laurence says that he includes Dependent Territories in "the normal cycle of inspections" these visitations have been fairly erratic. I received from the Inspectorate Registry a list (attached) of when Dependent Territories have been visited since 1970. It will be noted that there is no evidence of BVI and Turks and Caicos being visited at all during that period. Of the remainder, 6 have only been visited once during the period. It would, therefore, seem, despite what the Chief Inspector says, that we would be introducing something new if we do get them all on to a regular ie, 3 year basis of visiting.
