I suggest therefore that the circular should be addressed to all governors without distinction, bnt that the copies addressed to Hong Kong and Bermuda should go undercover of a letter (of which the others will not be aware) assuring them that the first two points will not be made too much of in their case. I have modified the draft accordingly.
