1. Lord Goronwy-Roberts should see Hong Kong telegrams Nos

402 and 03 attached, together with the reply which I have

despatched in time for the Governor's deadline. There was no

time to consult Ministers, but the actions proposed by Sir

Murray MacLehose fall within the general authority and guide-

lines we have already sent him.
