2. Mr Freeland may like to know that the other two candidates of the four mentioned in my letter are Mr I M P Evans of the British Steel Corporation and (as a reserve) Sir John Summerfield. I attach copies of the CVs of these two for his information.

Mr Freeland may also be amused to know, when Mr Fifoot was mentioned by Mr Hobley in our discussion yesterday, Sir Denys Roberts and he made it clear that in their view an FCO legal adviser (regardless of his competence) would not be acceptable in Hong Kong as Attorney-General on political grounds, since the unofficial members of the Executive Council and the Legislative Council would think he had a divided loyalty, although a member of the colonial legal service from elsewhere would not be suspect on this ground.
Pretty far-fetched, I think!
