1. Mr Hobley in fact raised with Sir Ian Sinclair, when he called on him, the question of the participation of an FCO Legal Adviser in the interview board. Sir I Sinclair agreed that, because of the involvement of the Secretary of State in the appointment, it seemed desirable for an FCO Legal Adviser to take part. He reserved a decision on who it should be until we knew definitely when the interviews would take place (indicating that he did not exclude the possibility of participating himself if he were available at the time). But I see some attraction in the alternative of participation by a former Colonial Law Officer who is also a former FCO Legal Adviser (Mr Rushford's paragraph 4) and think we might certainly seek Sir I Sinclair's views on it.
