1. I have now received replies from all the recipients of John Stewart's letter of 21 February 1978 with the exception of St Helena and New Hebrides. As regards the former, the letter was carried on a vessel which has been subject to a lengthy delay but it should now be with the Governor, and I have recently telegraphed him for estimates which can be added later. As regards New Hebrides, I spoke to Mr Champion when he was here a few weeks ago and he told me he thought his house was in reasonably good condition, but that he would telegraph me about it. He has not done so, but Mr Beale of PDTD who has stayed in the house confirms that it is quite well maintained and does not, in his opinion, need any help from this end. So I have restricted the exercise to:-
