We discussed your minute of 1.8. and I explained that I had already sparked to Mr McLaren on Mr Fry's unsatisfactory minute to him of 27 July.

2. I confirm what I said there that I think the next stage is probably a meeting which we should ask Mr Stratton to chair but in the meanwhile there was some useful homework that could be done by HKGD involving the FCO Finance Dept so that we know precisely the scope of your current authority

I to spend money on an FCO vote on services to Governors. suggested that we should establish the mechanics of increasing this item in the relevant vote if we were able to persuade ODM to provide the money which is clearly going to be necessary if we are to. provide for increased expenditure within an overall FCO PESC total. I fully understand that at this stage there is no way of increasing the provision provided anually and that the case for doing so from ODM funds has not even begun to be argued. I am only concerned at this stage with the actual mechanics. However, at the meeting we need to be able to say what you are at present paying for from that part of the vote which HKGD control and what extra funds will be needed for the various services which are being considered in the context of the current Governors' leave, travel and house maintenance requirements. We shall also be able to argue with Mr Fry that although nobody disagrees with him that the maintenance of Government Houses is not "departmental" it is part of our responsibility for providing services to our dependencies and that it has to be paid from some kitty. We can then go on to discuss which kitty and how more money can be made available.
