Thank you for your letter of 22 August 1978 about repairs to the roof of Government House.

2. I am afraid that the proposal which John Stewart wrote to you about last February has run into stormy waters. As usual the prob- lem is a financial one and we are still seeking ways to solve it.

3. In the meantime we have discussed the problem of your roof with Patrick Duff who has reminded us that in recent years the Development Division in Bridgetown have been extremely helpful in making funds available for urgent and necessary work of this kind. They have been responsible for financing repairs and renovations to the Governors' Houses in Belize, Montserrat and Anguilla and Patrick Duff is con- fident (knowing as he does the decrepit state of Government House in Tortola) that they would be able to help you in the same way.

I am copying this letter to J C Edwards, the new Head of the Division in Barbados with a copy of your letter to me of 22 August. I suggest you follow up by writing to him direct giving your estimate of costs.

5. Although a project for repairs to Government House would nominally have to be fitted into the BVI aid allocation, we hope that with our nagging under-spending problem Dev Div will be able to present things in a way that will assure your Ministers that they will in practice lose nothing by it.
