I have now seen copies of minutes dated 7 and 8 November, and I agree with Mr Duff that paragraph 1 of the draft letter attached to Mrs Gregory's minute can stand.
2. I also agree with Mr Duff that paragraph 2 requires considerable revision. I suggest the following as a lead in to the redraft in Mr Duff's minute:

"I am sorry to have taken so long before coming back to you on this problem, but I hope that the solution we now have in mind will be acceptable to all concerned and be regarded as both manageable and sufficiently comprehensive to meet most of the various points raised. First, I can say that we see no problem in finding the actual money required from within the aid programme provided that it can be channelled through your annual estimates."
For Mr Duff's redraft to follow on from the above it would probably be necessary to omit his first sentence and pick up the draft with the sentence beginning "We see no way of keeping..."
3. I should perhaps add that when I saw Mr Davidson last Friday as part of his preliminary talks before going to BVI, he raised this point about the maintenance of Government houses and I explained to him what we had in mind. He felt that it might be best if this somewhat sensitive issue was tackled by Dev Div rather than by himself; but I would be content for either the Governors or Dev Div to raise it with local Ministers.
