1. Please see my minute of 7 November 1978 which gives an account of the meeting which we held on 31 October 1978 about the above subject.

2. We decided that a letter should go to certain Governors embodying the decisions reached at that meeting. I initiated a draft and Messrs Duff and Fry have amended it. I attach the final effort.
