HOUSING FOR ATTORNEY GENERAL AND CHIEF JUSTICE, CAYMAN ISLANDS
1.
The Governor of the Cayman Islands has reported that the government housing provided for Mr A G Barwick (Attorney General) and Sir John Summerfield (Chief Justice) is of poor quality and that although these officers are of a high standing the CIG is not able to give them special treatment because of inevitable repercussions from other officers. He has asked if ODM would consider making them a special allowance ( or additional supplement) of £1,200 per annum so that they can find suitable housing for themselves).

Both these officers are filling established posts which have been accepted as such, but Mr Barwick is serving under Corps of Specialists provisions and is receiving FSA at the rate of £5,352 per annum. As you will see from para 6 of the attached conditions of service for Corps of Specialists there are circumstances under which an allowance or rent refund can be made. Mr Barwick's case falls outside these conditions but I should be grateful if you could give consideration to either making him an increased FSA or allowing him to claim rent refund in the respect of another property subject, of course, to the Governor's certification that the property is appropriate to his rank and that the rank is reasonable for such property. If it is possible to consider special treatment for Mr Barwick I hope that you will be able to give similar sympathetic consideration to making the same provisions available exceptionally to Sir John Summerfield. I understand that he is at present on a nil OSAS supplement from ODM. In fact it would be difficult to afford special treatment to Mr Barwick and not to Sir John Summerfield because the latter enjoys a higher status than the former.
