In 1961/2 it was agreed that further pensionable employment in Colonial territories should cease (Comnd 1740); particularly in Africa with independence coming up there was scope only for short and long term contract employment. The position was obviously not the same in Hong Kong and broadly pensionable employment continued in the Administration and the Police.
In other sectors of the Hong Kong service initial appointment of overseas officers was on contract terms and only where the public interest demanded it were officers converted to pensionable terms. This trickle in specialised areas resulted from a lack of Vocal candidates. In a number of professional fields Chinese qualify, gain experience in Government service and then leave for the more profitable private sector. This means that at the middle and higher levels in some cadres there continues to be a career for a small number of overseas officers. The only other exceptions are transfers from pensionable service in another Dependent Territory or from the UK Civil Service.

3. The two officers in question (Messrs Horsnell (born 1940) and Tarquhar (born 1938)), are Maintenance Surveyors. The establishment of Maintenance Surveyors is 17; only 3 are locals and the balance are overseas officers serving on agreement terms and Horsnell and Farquhar are two of the most senior. There seems every reason to retain their services on a permanent basis from the Government point of view, and the individuals concerned obviously at the age of 38-40 need a career rather than a contract. They will then both qualify for enrolment in HMOCS which will give them coverage under Colonial 306 and Comnd 1193 (ie compensation and pensions increases).
4. I do not think there is a case of taking the bull by the horns' as suggested by Mr West in the light of folio 16, but there is a case to monitor requests for transfer to pensionable terms to ensure that the trickle does not become a flood.
