You will remember that in July 1975 (your minute SA300/77/01 of 2 July) and subsequently in the FCO and in Hong Kong in 1976 we raised the problem of the very large contingent pensions, and possibly compensation, liability for the Hong Kong Civil Service.

2. At a meeting with Mr Stewart, Head of HKGD, held this afternoon it was agreed that we should re-examine the problem. As a first step, we would be glad

if you could provide us with data on the size of the problem. Thereafter perhaps we could then arrange a meeting with you prior to any approach to the Hong Kong Government.
