1. At the meeting yesterday with Mr J West and Mr Moorhouse from ODM, we discussed the question of Hong Kong pensions and the possible future liability

to HMG.

2. Mr West produced a rather strange Savingram and it was decided that we should write to Hong Kong to find out whether it was sent from anyone in authority or what in fact it really meant.

You also wished to consider submitting to Ministers informing them of the problem and advising them that we were beginning to look at possible solutions. I enclose drafts

covering both these subjects.

4. You will recall that Mr West said that he was shortly going to Malaysia and could, if we wished, call in at Hong Kong and have a look at the pensions problem at first hand. We will need to advise him if we would like him to do

this.
