HONG KONG PENSION COMMITMENT
1. John Stewart wrote to you on 3 May 1978 about the problem of HMG's possible future financial commitment with regard to Hong Kong Government pensions (including widows and orphans).
2. We have in the meantime been making enquiries in the ODM to see what they were proposing to say in reply to your Savingram of 16 January (referred to in the third paragraph of John Stewart's letter). It seems that they referred the matter to the Government Actuary's Department. I now attach extracts from their reply: it seems to me to be an admirably clear exposition of the arguments for and against a funded scheme.
3. I should be grateful to know if you have been able to reach any conclusions of your own about what might be done to safeguard public service pensions. You may wish to discuss the matter when you next visit the office, but if you could set out your initial ideas beforehand we could undertake some preliminary research and consult the pensions experts.
