Moreover, while there are times when it is justifiable to increase the Governors' emoluments in step with those of other UK officers serving overseas in comparable grades, or with the salaries or FSA of UK seconded officers in the same territories, it may then be embarrassing or impracticable to ask the local legislature to introduce appropriate provision for the Governor into the estimates.

6. For all these reasons, we have adopted the following practice over the remuneration of Governors:

a)

the Governor's basic salary should be provided in the local estimates, and pitched at a level which will maintain an appropriate relationship with the local salary of his immediate subordinates. The basic salary should be reviewed whenever the salaries of the local civil servants are reviewed;

b) the total emoluments of the Governor should be related to the emoluments (including overseas allowances) of an officer of equivalent grade in the Home or Foreim Service and should be adjusted at the same time as those of other expatriate officers serving in the same territory, whether on secondment or on OSAS;

c)

the difference between (a) and (b) should be paid in the United Kingdom as a topping-up allowance, chargeable to the FCO vote.

In early 1973 ar inspection to grade administrative posts (including those of Governors) was carried out as part of the preparations for the establishment of a Home Based Dependent Territories branch of the Diplomatic Service. In the event, the new branch never got off the ground but the gradings in the report which have been amended from time to time where justified have been used for HMOCS and ex-HMOCS Governors in assessing total emoluments as well as to give us a DS and HCS level from which to look for DS/HCS Candidates for Governorships. The gradings have also been the basis for OSAS supplementation and UK related

DS pensionable emoluments of HMOCS administrative officers. Inspectors visiting Dependent Territories from time to time are asked to confirm the grading of the post of Governor in UK terms.

8. Turning now to the question of pensionable emoluments, you are aware that since 1 January 1974 HMOCS officers, other than those serving in Hong Kong or Bermuda, have had their pensionable
