This paragraph needs to state that the scheme shall have effect from 1 June 1972 (ie the same date as the PCSPS) if a gap in the arrangements is to be avoided.
The definition of "service in the home civil service" should be amended to read:
"service which is pensionable under the Principal Civil Service Pension Scheme;"
The definition of the Principal Civil Service Pension Scheme should be amended to read:
'the "Principal Civil Service Pension Scheme" means the principal civil service pension scheme within the meaning of section 2 of the Superannuation Act 1972 and for the time bering in force;'
The reference here, I think, should be to "under section 7."
"Crown service" is not defined in 1.2, and it is not clear what is meant. It should either be defined, or replaced by more precise wording.
This is wrongly set out.. In subparagraph ii, the words after "Governor" should be brought down and back to the margin, as they apply to both i and ii.
In the heading to Paragraph 3.10, delete "1974" as it is not required.

This paragraph provides for the Minister for Overseas Development to allow a longer period than 12 months. This cannot be included, since it would give him a power of determination under the PCSPS which he does not possess. In any event, I do not see that any time limit is required, although we do need a stipulation that the Governors pension has not come into payment. Also, this paragraph can well take in the provisions of paragraph 3.12 (see my remarks against that paragraph). I suggest that paragraph 3.10 be reworded as follows:
"3.10 Where a Governor who is, or subject to attaining the age of fifty will be, eligible for a pension under this Scheme was, immediately before his appointment as a Governor, employed in the home civil service or the diplomatic service, or who becomes so employed, and provided that such pension has not commenced in payment, he may elect that instead of his being granted a pension under this Scheme his service as a Governor shall reckon for superannuation purposes as if it had been service in the home civil service or the diplomatic service."
I agree that these provisions will need to be incorporated into the PCSPS, and my draft new PCSPS rule 2.32 does this.
