GOVERNORS' PENSION SCHEME

1 I have received a copy of Mr McLaren's letter of 23 June to Hawkins on this subject. We shall now have to wait while he considers the figures.

2. In the meantime I have received Hawkins' letter of 23 June setting out the outstanding points from our discussion on 31 May, including of course the question of pensionable emoluments. I thought it might help to narrow down the area for future discussion if I were to let you have my reactions now to his comments on the other two points in paragraphs 2 and 4 of the letter. It seems to me that we really have little alternative to accepting what Hawkins says.

3. On the question of WOPS contributions we could argue that because the problem only arises where officers have already joined the PCSPS before governorship they could perhaps be deemed to be temporarily suspended for the period of Governor's services and allowed to continue contributing. But I accept that it is debatable whether this should be done just on the possibility that the Governor may opt for a PCSPS pension. Provided that it is made clear to Governors when we provide them with comparative details of pension options, as we always do, I do not think we could claim that the arrangement of deducting from the lump sum would cause any more than mild inconvenience and could well have no relevance if the officer opted for separate pensions.

4. With regard to the question of promotion inabsentia I can only agree with what Hawkins records as the outcome of our discussion. I am sure we stand a better chance of getting Sir Murray Maclehose dealt with exceptionally by keeping the problem out of the GPS.
