satisfied that the beneficiary is unable, through infirmity or for some other reason, to write his signature.
7.23 If the Minister is satisfied that the person who has written his signature
in accordance with paragraph 7.22 is the person named as the beneficiary in the particulars supplied under paragraph 7.13, he will notify the Governor who
wishes to make an allocation that he may make an allocation declaration.
7.24 Every allocation declaration must be made in the form prescribed at the time by the Minister, and must be lodged with the Minister before midnight of the closing date. (If a declaration or other document is sent through the post, it will be deemed to be lodged with the Minister within the prescribed period if it is posted at a time which will normally ensure its delivery within that period.) An allocation declaration which is not lodged with the Minister before midnight of the closing date, or which does not comply with the rules of this Section, will be invalid.

7.25 In this Section "closing date" means:
(a) for a Governor eligible to make an allocation under paragraph 7.1(a) the
day before the date his pension is due to come into payment, or (if later)
the ninety-first day after the date on which he was supplied by the Minister
with a copy of Section 7, and of the appropriate Option Tables;
(b) for a Governor who is eligible to make an allocation under paragraph 7.1(b),
the ninety-first day after the date of his marriage;
except that the Minister may appoint a special closing date for a Governor:
(i) in the circumstances described in paragraphs 7.16 or 7.17; or
(ii) if the Governor is serving or resident outside the United Kingdom, and
as a result would not otherwise have a reasonable opportunity of lodging
an allocation declaration by the closing date; or
(iii) if there are exceptional circumstances beyond the Governor's control
which would otherwise make it impracticable for him to lodge an allocation
declaration by the closing date.
7.26 As soon as possible after receiving an allocation declaration the Minister
will inform the Governor whether it is valid or invalid. If it is valid, he will
supply the Governor with a statement or estimate of the pensions that will be
