1.4 References to the government of an oversea territory include references to a
government constituted for two or more such territories and to any authority established for the purpose of providing or administering services which are common to, or relate to matters of common interest to, two or more such territories.
1.5
References in this Scheme to pensions granted thereunder do not include
allocations made under paragraph 7.
Coverage of the Scheme
1.6 In this Scheme "Governor" means, subject to the exceptions contained in paragraph 1.7, the Governor (however styled) or administrator of:
A.
any part of Her Majesty's dominions other than the British Islands;
a protectorate;
or
or
b.
C.
a trust territory designated for the purpose of this paragraph by
the Minister; or
d. any federation or association of oversea territories;
and references to a Governor include, except where the context otherwise requires,
references to a person who has been a Governor.
1.7
The following are the exceptions referred to in paragraph 1.6:

Commonwealth citizens by virtue of citizenship other than citizenship
of the United Kingdom and Colonies, appointed by their own Government to
serve as Governor or Governor-General;
b.
Governors of the Australian States including Tasmania who are not
citizens of the United Kingdom and Colonies;
C.
Governors of the West Indies Associated States who are not citizens
of the United Kingdom and Colonies;
a.
The Governor-General of a newly independent territory who was the
Governor prior to independence who is not a citizen of the United Kingdom
and Colonies.
Power to determine questions
1.8 Any question under this Scheme shall be determined by the Minister and his
decision shall be final.
