Coverage of the Scheme

1.6 In this Scheme "Governor" means, subject to the exceptions contained in paragraph 1.7, the Governor (however styled) or administrator of:

any part of Her Majesty's dominions other than the British Islands;

or

b.

a protectorate;

C.

or

a trust territory designated for the purpose of this paragraph by

the Minister; or

d. any federation or association of oversea territories;

and referers to a Governor include, except where the context otherwise requires,

references to a person who has been a Governor.

1.7 The following are the exceptions referred to in paragraph 1.6:

a.

Commonwealth citizens by virtue of citizenship other than citizenship

of the United Kingdom and Colonics, appointed by their own Government to

serve as Governor or Governor-Genoral;

b.

Governors of the Australian States including Tasmania who are not citizens of the United Kingdom and Colonics;

C.

Governors of the West Indies Associated States who are not citizens

of the United Kingdom and Colonies;

The Governor-General of a newly independent territory who was the Governor prior to independence who is not a citizen of the United Kingdom

and Colonies.

Power to determine questions

Any question under this Seliens shall be determined by the Minister and his

decision shall be final.
