In Towers absence on leave, I am writing in reply to your letter to him of 18 May about the Governors' Pensions Scheme.
2. I recognise that it is a long time since this matter was first raised in December 1974 and I accept and regret that CSD has contri- buted to the delay. I am sorry that we have not yet replied to Willby's letter og 29 June 1977 to Hawkins, though examining the file I could not help noting that Willby was writing in reply to a letter from Gealy here of 4 May 1976. This indicates, I think, that not all the fault has been on our side. Moreover some of the new points in Willby's letter were quite significant and have required careful study.
3. Be that as it may, I entirely agree that all this has gone on far too long and is now a potential source of embarrassment. Clearly, we must finalise the scheme quickly and I have asked Hawkins to get in touch with Willby and Benest (Personnel Services Department, FCO) to fix a date for a very early meeting. I hope that this will enable matters to be brought to a speedy conclusion.
