local civil servants are reviewed.
b. The total emoluments of the Governor
should be related to the emoluments of
an officer of equivalent grade in the
United Kingdom, Home or Foreign Service plus
overseas allowances, and should be adjusted
at the same time as those of other expatriate
officers serving in the same territory, whether
on secondment or on OSAS.

The difference between (a) and (b) should
be paid in the United Kingdom as a topping up
allowance, chargeable to the FCO vote.
In early 1973 an inspection was undertaken to grade
administratif posts (including Governors) with the
object of fitting all the posts into a Home Based
Dependent Territories branch of the Diplomatic Service.
The new branch never got off the ground but the gradings
in the report
which have been amended from time to time

where justified have been used for HMOCS and ex HMOCS
Governors in assessing total emoluments as well as to give
us a DS and HCS level from which to look for DS/HOS
Candidates for DS Governors. The gradings have also been
the basis for OSAS supplementation and UK related
pensionable emoluments of HMOCS administrative officers.
DS Inspectors visiting Dependent Territories are asked
to confirm the grading of the post of Governor in UK terms.
7. Turning now to the question of pensionable emoluments,
you are aware that since 1 January 1974 HMOCS officers
have had their pensionable emoluments related to UK
