GOVERNORS' PENSION SCHEME
1. You will recall there has been for some considerable time plans afoot to introduce a new Governors' Pension Scheme. The old 1957 Governors' Act needed radical up-dating if Governors' pension conditions were to be brought into line with modern practices. Things have been held up for almost 4 years, chiefly through the fault of CSD. Due to some prodding on our part Mr Burr of ODM wrote on 18 May 1978 to CSD to point out the embarrassing situation which the delay was causing. As a result a meeting was held on 1 June 1978 attended by interested parties in CSD, ODM and FCO (HKGD and PSD).
2. We are not the responsible department for Governors' pensions. This is a matter for Pensions Department ODM. Our interest lies in trying to secure the best deal for our Governors. PSD are involved since they have hitherto been the experts on the pensions of DS officers appointed as Governors. Our role in HKGD has also been a coordinating one between the various departments.
3. It at last looks as if the new scheme may soon be finalised by CSD. In order to achieve this Mr Hawkins, CSD, asked Mr Hall to provide information on the notional UK related salaries/which Governors' pensions will be calculated. (UKRPE = United Kingdom related pensionable emoluments). The attached draft gives this information. It has been agreed by the pensions branches of ODM and PSD.
