HONG KONG: COUNTER TERRORIST CONTINGENCY PLANNING

1. when the ong Kong Secretary for security visited the UK in autumn last year he expressed, to both HKD and the security service, Some concern that liaison between the Hong Kong and UK Governments might not, in the event of a terrorist incident, be all that it might be, and he promised to send the department a copy of his standard anti terrorist plan, on which we might comment. I have been pursuing this for some time and have now at last received it.→

2. In his covering letter Mr Earry, the Hong Kong Government Security Officer, comments that he does not think "there are any unresolved questions about overall policy or where responsibility lies". I am suspicious of this view, especially in the light of para. 1 of Mr Howells minute of 11 October to Mr Stewart and Mr Davies' own comments to myself and Mr Cutherland. I would be grateful for Security Department's views, and the views of any other Government Departments which you think should be consulted, on this plan. a little concerned to discover that there is no mention whatsoever in it of the need to inform or consult HMG. (However, it is a broad policy document and one at least of the more particular plans to which, I assume, it is linked, .. the "Hong Kong Government's "standing Instruction on Hijacking" clearly mentions the need, time permitting, to refer policy decisions to the Ua for consideration by Ministers).

I would be grateful for views by 14 January.
