This started as two seperate exercises, i.e., control of psychotropic substances and seizure of travelling documents. As both involve amending the D.D. Ordinances, it has been decided to combine the two for presentation to Executive Council.

The problem of defining exactly what is a "travelling document" has been resolved and the proposal of empower- ing a Magistrate to require the sur- ronder of travelling documents of suspects under investigation is now ready for Ex. Co.

However, this has to await further action on the control of psychotropic substances which involves a proposal to include amphetamines and metha- quelone into Part I, First Schedule of
