from duty without pay any officer who, in connection with
a trade dispute, refuses or omits to perform for any
period any or any part of the usual duties of his office.
Action under this regulation is not a disciplinary measure
and will not be regarded as a punishment. It is the
in
intention, the interests of good staff relations, not
to invoke Civil Service Regulation 611 until all normal
channels for reaching agreement by discussion and enquiry
have been exhausted and until after due warning has been
given of the consequences of a failure to resume normal
duties.

The Staff Side of the Senior Civil Service Council
was consulted before this new regulation was introduced
but has requested further discussion early in November
before deciding whether to oppose or support it.
ACCOMMODATION DIVISION
32.
Quarters
The 140 flats budgeted for leasing this financial
year have already been allocated and an additional 60
have been leased and allocated. New staff continue to
be recruited quickly and in large numbers and an additional
160 flats are to be leased and if possible allocated before
the end of this financial year. A complete review of
the future requirements for departmental and non-departmental
quarters on a long term basis is under way.
