had been handled and recommended that Government should

consider establishing more formal Civil Service conciliation

machinery, it found that the new structure was satisfactory

and that the new pay rates were broadly fair.

15. The Government has accepted the conclusions of

the Committee of Inquiry, and copies of its report will

be given to the staff associations at their meeting with

the Director of Public Works on 1st November when they will

be asked to instruct their members to return to normal working.

Since 26th September, consequent upon a detailed

yet sympathetic rebuttal of their claim for higher pay

on 13th September, a majority of the 400 Police Interpreters

have been refusing to perform certain of their usual duties.

Their action has had no impact on the operational efficiency

of the Police Force, and it is hoped that their representatives

will resume discussions early in November.

17.

Administrative Recruitment

The 1977 Administrative Officer recruitment exercise

has been completed. 13 new Administrative Officers (of

whom 11 are on local terms) reported for duty on 10.10.77.

The remaining one (on overseas terms) will take up his

appointment in late December.
