of the Director (D9) and be higher than the D5 level of the Group II Deputy Directors; the single Deputies should be graded at D7 to be higher than multiple Deputies or subordinate Directors (D6) (paragraph 13);
for the present there should continue to be two levels of Assistant Director - D3 for the Royal Hong Kong Police Force and Public Works Department and D2 for all other departments (paragraph 17);
there should be no changes to the present system of fixing Judicial/Legal Group salaries and relating them to the main Directorate structure (paragraph 18).
