Lord Goronwy-Roberts wrote on 17 November to Mr Frank Hooley MP and Mr James Johnson MP informing them of the proposal I had

made to the Hong Kong Government that an independent arbitrator

be appointed to investigate this dispute. We have now heard

from the Hong Kong Government that they do not intend to accept this suggestion. While this decision is disappointing, the reasons behind it are, in my opinion, sound and I do not suggest

that we take issue with it.

2. A delegation from the Association is due to visit London

from 14 December to 11 January. Their intention is to raise sympathy for their cause from, amongst others, MPs. I recommend that we should do all we can to ensure that the Hong Kong Govern-

ment's case is known in advance rather than waiting to use it as defensive material in subsequent correspondence. I, therefore,

attach drafts of further letters to Mr Hooley and Mr Johnson

with which the Overseas Labour Adviser's Office concur.

3. I am copying these papers to Mr Luard's office, since he too appears to be on Mrs Cheung's mailing list and may find it

helpful to be kept in the picture.
