I am sorry you have deferred to the Hong Kong government on the issue of arbitration it seems to me they are arguing for perfection in place of the obvious immediate good. No doubt the system they have in mind will be useful but it could take years to set up.

I am hoping to meet Mrs. Cheung and her colleagues in January and will discuss the matter further with them.
