Pay Scale has the agreement of the Staff Side of the Senior Civil Service Council. The existing and proposed Master Pay Scale and MOD 1 Scale are shown at Enclosures 2 and 3. Members will note that an 8.6% increase is proposed to the bottom point of the Master Pay Scale. The alternative, as it is normal to round to the nearest $5, would be an increase of 7.9%. There are only 28 officers at present on this point.
Cost of Living Allowance

Officers paid on the MOD 1 scale receive a variable Cost of Living Allowance which on 1st April 1977 was $15 per month. If the proposed increase in the MOD 1 scale is approved, the Cost of Living Allowance for the quarter beginning 1st April 1977 will be nil, and Cost of Living Allowance payments which have been made since 1st April will be offset against the payment of arrears, as on previous occasions.
Directorate Scale

The Standing Committee on Directorate Salaries and Conditions of Service is conducting an overall review of the Directorate. report is not yet ready, but in view of the public and staff relations importance of including the Directorate in any announcement of a Civil Service pay increase, the Chairman has forwarded an advance report on the Committee's recommendations on general pay levels. It is proposed to implement these recommendations simultaneously, which involve pay increases ranging from 7.3% at the lowest point to 6.8% at the top. A copy of the Chairman's letter and of the proposed scale is at Enclosure 4.

It is proposed to increase all other scales and the pay of officers on personal scales and rates in line with the increases proposed at comparable levels in the MOD 1 Scale, Master Pay Scale and Directorate Scale. The existing and proposed scales are shown at Enclosures 5 and 6.
Pensions

Pension increases are no longer linked to increases in Civil Service pay scales, but to the increase in the cost of living as measured
