I enclose a letter which I have

received on behalf of the Hong Kong Govern- ment Shorthand-Audio Typists Association about negotiating with the Hong Kong Govern-

ment.

I assume that Mrs. Elsie Elliott (whom I know slightly) advised the Association to write to me because I so frequently give answers on Hong Kong questions in the House of Commons. But possibly it might be simpler, since they are not of course constituents of mine, if you were to reply direct to Mrs. Cheung.
