through the Government Secretariat. Letters from
Mrs Elsie Elliott have been a case in point. The more usual practice, however, has been for the department (or the Hong Kong Government itself, at the department's request) to reply to letters originating with individuals and groups in
Hong Kong.
4. If Mrs Cheung's letter is not to be treated as an MP's letter but as one addressed to a Minister, which I understand is the intention, I think it would be sufficient for the Head of the Department to write to Mrs Cheung advising her of the
correct procedure for submitting a petition.
