I encloset
(a) a copy of a letter that Mr Luard recently received from Mrs Matilda Cheung, Chairman of the "Hong Kong Government Shorthand-Audio Typists Association"; and
(b) my reply to Mrs Cheung's letter which, unless you see objection, I would be grateful if you would pass on to her. I also enclose a copy of my letter for your records.
2. I would be grateful for some background to this dispute. At present I know no more than is contained in Mrs Cheung's letter and the enclosed extracts from the "Standard" and "Morning Post" for 25 July.
