On the 13th February 1977 the Unit

again petitioned along the lines of their earlier letters and earlier petition. The petition was answered on 1st March 1977.

The Unit introduced a work to rule for Shorthand Audio Typists on the 23rd March 1977, but it had little effect, being ignored by the majority, and was ended in July 1977.

A meeting was held on the 2nd May 1977, chaired by the Secretary for the Civil Service at which he assured the Unit that any fresh evidence they submitted would be given most careful consideration.

The Unit replied by letter on the 11th May, calling into question the report of the Pay Investigation Unit and seeking to have substituted for it certain selected evidence from the HK Productivity Centre Report on Pay Trends in Fong Kong, 1976.

Further meetings were held with the Unit on the 20th June, 29th June, 7th July, 21st July, and 22nd July during which it was explained why the P.I.U. survey on pay in the private sector was acceptable to both Government and the three major Staff Associations, and why other reports such as that of the Productivity Centre which was designed for a different purpose and was both imprecise and unsuitable for Government use were not.

Following the meeting of the 22nd July 1977, the Unit called an E.G.M. at which it was decided to petition H.M. the Queen and to fight for better pay and better promotion prospects politically, through the U.K. media, sympathetic MPS and UK Trades Unions.

Consultation in respect of Personal Secretaries

A Personal Secretaries Unit of the Hong Kong Chinese Civil Servants Association was constituted on 1st December 1976. Meetings with the Unit Committee was held on 11th January, 14th February, and 23rd February 1977. The Unit has not requested further meetings.Most Personal Secretaries affected by the restructuring have accepted Government's package.
