The new Committee returned to 'square one' and asked the Official Side to equate the pay of Typists with that of female Clerks who had benefitted under the Equal Pay Scheme for Women. When the Official Side reiterated the reasons why this could not be done, the Committee called a work to rule of Typists beginning on the 14th March 1977. The work to rule continues in theory but more than 1070 of 1350 Typists have accepted Government's package and it is having virtually no effect.

Further meetings were held on 2nd May, 8th June, 13th June and 20th June 1977. Ffforts continue to get the Typists Unit Committee formally to accept the package and call off the work to rule but so far without success. They feel that just as they had ousted the earlier Committee, so they in turn would be ousted by a minority of militants if they accepted.
Consultation in respect of Shorthand/Audio Typists

There were meetings with the SATs Unit Committee, as Staff Side, on 27th and 29th October 1976, agreement being reached between both Sides on the basis of modifications to Government's original proposals as follows,
(a),
an increase of a further point at the maximum of the scale, in addition to the one point proposed by Government making two points in all. This will benefit approximately 330 officers on their maximum point in the 440 strong grade;
(b)
the transfer to Clerical Officer II in the year 1977 only, of Shorthand Audio Typists who wish to become clerks, subject to academic qualifications, suitability and vacancies; and,
(c) the backdating of pay proposals to 1st
April 1976, (Note: this modification has been extended to all secretarial grades); and
