an increase of one point at the minimum of the scale. This, when taken with Government's proposal for an increase of one point at the maximum of the scale gives all Typists an immediate increase of one increment ;
permanent retention of the rank of Senior Typist, which Government had wished to see abolished, with the present establish- ment of 45 posts as a promotion outlet for Typists serving before the restructuring;

the transfer to Clerical Officer II of those Senior Typists and Typists who before the creation of the Typist grade in mid-1959 had been recruited as clerks and who now wished to return to being clerks;
annual transfers, subject to vacancies, of Typists who wish to become Clerical Assistants and who were suitable for that rank.
Regrettably, at the very last moment the Staff Side withdrew their agreement as, on reconsideration, they felt they could not forego their rights to incremental credit which had been part of the package.

The Staff Side asked for no further meetings and on 21st November 1976 Unit members walked to Government House and petitioned H.E. The petition followed the lines of an earlier submission to the Secretary for the Civil Service which had been answered in detail.

The petition was replied to on 4th December 1976 by the Secretary for the Civil Service under delegated authority, and on 8th December 1976 Government implemented restructuring on the grounds that,
