They have no promotion prospects within their grade.
Answer: Their's is a one rank functional grade and always has been. They take shorthand and transcribe it. There is therefore no case for a "Senior" rank on functional grounds but they do have promotion prospects to Personal Secretary, whose recruits have in the past have come exclusively from Shorthand Audio Typists, and to a new rank, just created, of Supervisor of Typing Services in competition with Personal Secretaries.
Their pay should be increased from the present $920 - $1865 to $1220 - $2365, as the HK Productivity Centre Pay Trends Report would appear to support the latter figures.
Answer: Their pay has been based on pay
for similar duties paid by the better employers in the private sector as assessed by the Pay Investigation Unit in accordance with procedures which have been agreed with the three major Staff Associations, (Senior Non- expatriate, Chinese Civil Servants and Expatriate).
PIU pay surveys are independent and impartial and are tailored to the needs of Government and Staff Associations. They take into account all matters relevant to total remuneration with appropriate cash weightings. (HK procedures are practically the same as those of the PRU in the UK).
