The Hong Kong Civil Service Department point out that when the Salaries Commission in 1971 recommended class scales for the secretarial class, they said that they had taken account of the effects of the equal pay scheme on the secretarial grades.

5.

The Government do not accept the Association's criticisms of the PIU: unlike the Hong Kong Productivity Centre's "Report on Salary Trends" the PIU's surveys are tailored to the particular circumstances of the Government, and the markers used are carefully selected to represent comparable staff in comparable work. The surveys take full account of all matters relevant to total remuneration, including non-cash fringe benefits such as pension rights. The Unit is independent and impartial its procedures are very similar to those of the Pay Research Unit in the United Kingdom.

6. On promotion prospects, the Government point out that the shorthand and audio typists are eligible for promotion to the rank of Personal Secretary, and to the newly created posts of Supervisor of Typing Services. The fact that promotion prospects are at present limited because of the large number of redundant Personal Secretaries resulting from the re-organisation is a temporary phenomenon, which the Government estimate will largely disappear by the end of 1978.

ACTION SO FAR

7. As noted above, the Government's proposals for re-organising secretarial services were prepared by a Committee which included

The Committee also representatives of the secretarial class. consulted the representatives of the staff involved during the preparation of their recommendations. When the representatives of the shorthand and audio typists nonetheless protested at the new proposals, the Hong Kong Civil Service Department agreed to further discussions before the changes were brought into effect. In the period between October 1976 and July 1977, ten meetings were held with representatives of the shorthand and audio typists.
