It is the view of the official side that the adoption of reports by organization other than the Pay Investigation Unit would be a departure from the agreed procedure. This statement is far too sweeping. Injustices and discrepancies are never too late to be rectified if found. There was precedent. The Salaries Commission 1971 adopted the sample survey on salary movements in industry and commerce published by the Hong Kong Productivity Centre in 1970 to supplement the survey
of clerical and related occupations made by the Pay Investigation Unit, in their investigation to establish a bench mark for the bottom of the clerical scale which was in line with the private sector and which effectively dictated the starting point of several Government scales.

The median of salary for a Shorthand-Audio Typist, as recommended by the Pay Investigation Unit, was $1155 - 1781; however, this was not followed by the Government in deciding the salary scele for officers in the grade. Instead, the scale was set at $855 $1735 which is far below that as recommended by the Pay Investigation Unit. It appears that the authorities reach their decision on the salary scales of junior officers not in accordance with the recommendations from such an 'ex officio' and 'specialized' independent body. Hence where is the so-called "agreed procedure" spirit?

The Report on Salary Trends and Fringe Benefits is the fourth report in a series published by the Hong Kong Productivity Centre in response to the demand for comprehensive data on the salary structure and fringe benefits of administrative, professional, technical and related staff in commerce and industry which represents some 30% of the economically active population in Hong Kong.

The study had been expanded in scope to include more industrial sectors, a large number of companies and a more comprehensive coverage of personnel employed within the limits of the data available.
