The new Committee asked for consultations to begin ab initio, but did not request a first meeting until the 17th December 1976, after Government had on the 8th December 1976 implemented the proposals agreed with the first Unit Committee, sufficient time having been allowed for consultation.

Eight meetings have been held with the second SAT Unit Committee at which all requests raised by the Committee have been answered, patiently and in detail. One petition, of the 13th February 1977, has been answered and several letters covering points of detail. Meetings have been arranged promptly for discussing any items the Unit Committee has wished to have discussed. All letters have been answered with only the minimum delay necessary for assembling relevant facts. Comprehensive reasons have been given, verbally and in writing, for all the proposals Government has made; where concessions to the Unit Committee were justified they have been made. Complete Official Side sincerity has prevailed throughout.
Consultations have taken place with two SAT Unit Committees, two Typists Unit Committees, a Personal Secretaries Unit Committee and a Confidential Assistants Unit Committee. Satisfactory conclusions were reached with five of the six Unit Committees.

All six Unit Committees based their cases for more pay on the exclusion of their grades from Equal Pay. The Official Side pointed out that it was not possible to go back to 1969, particularly in the face of a Salaries Com- mission which in 1971 had brought about a complete change in the basis of pay scales and had deliberately stated that their proposed scales had corrected anomalies brought about by Equal Pay. Since then there have been two comprehensive PIU reports on the Secretarial Class in 1973/74 and in 1976.
