Promotion Prospects

Three-quarters of the approximately 440 strong grade of Steno/SAT are on their maximum. There is no pyramid rank structure within their grade, as there is in others in Government, to give internal promotion prospects.
Recently, approximately 120 posts of Personal Secretary were deleted which will reduce promotion prospects for SATs until the surplus officers have been wasted out.
The newly created grade of Supervisor of Typing Services to which Stenos/SATS will have access should be reserved almost exclusively for Stenos/SATS.

The grade of Steno/SAT has always been a one rank grade officers joining the grade have known this. There is no functional need for promotion posts within the grade and Government cannot create a new rank merely to give promotion prospects.
The pay scale of the grade has 11 points and is regarded as a career scale.
Promotion prospects have improved since December 1976 with the creation of the new, lower management grade of Supervisor of Typing Services for which all suitable Stenos/SATs will be considered before recourse is had to in-service recruitment or outside recruitment. It is however a grade for mature officers with powers of leadership and management potential suitable officers will be appointed. The majority of SATS are still young (in their early twenties) and do not have the experience and maturity the job of Supervisor requires, (Average age 251⁄2; average service as SAT'S 35 years).

For more than ten years all vacancies for Personal Secretary have been filled from the grade of Steno/SAT. Future vacancies will also be filled from the grade of Steno/SAT.
