Comments on P. I.U. Report

Within the limited the scope of PIU which only a segment of 17 companies were adopted in survey, it is not possible to agree that P.I.U. is accurate. The theory is, according to statistic, that the wider the scope, the better the reputation. The present situation that the P.I.U. have confronted with is indeed against its aim and principle. It is noticeable that the farthest capacity of the P.I.U. survey is among the 68 companies agreed upon. We assume that the P.I.U. had placed their best effort in survey but unfortunately, their investigation and power of survey were limited and restricted to the 68 companies. Moreover, it is again unfortunate that among the 68 companies, only 17 were said to have job comparabilities.

A sound survey should not first comply its scope to limited area, as it will of course affect the accuracy, contradicting to the idea of "as wide as cross section of employees as possible". The statement of "correct procedure, normal procedure, agreed procedure" should be disregarded as it contradicted to the primary theory of statistics. Our presentation in this connection should be valued; we opine that our approach is correct. We see no single reason that matters affecting S.A.T.s should be referred to or consulted with the Senior Civil Service Council and H.K.C.C.S.A., but not the employer the Hong Kong Government itself especially during the consultative period.

With regard to the question of job comparability, we see no justification when the 1976 P.I.U. Report contains company No. 22 (manufacturing), shorthand 50 wpm typing 40 wpm, which in no way should be compared with the in-service SATS shorthand 70 wpm typing 40 wpm, after restructuring 80 wpm/ 50 wpm. We quote PIU Report page 2 para. 12 "It will be noted from Appendix G that the required shorthand/typing speeds for stenographic staff and the required typing speed for typing staff in the private sector are generally higher than those required in the Civil Service.

We strongly opine that shorthand 50 wpm is non-functional, in accordance with our experience in the secretarial field.
