Over-establishment of the grade of Personal Secretary reduced vacancies for filling by Stenos/ SATS in the years 1976 and 1977 but vacancies will be there for filling from the end of this year, 1977. There has in effect been a two year pause in promotions which, considering the average age and service of the Steno/SAT grade should not affect ultimate career prospects.
There are more than 300 established posts in the grade of Personal Secretary for fitting by officers from the 500 established posts of Steno/ SAT. This, it is considered, provides a favourable ratio. The 70 vacancies of Supervisor of Typing Services improves the incidental ratio even further

The sample of 17 companies out of the 68 or 69 Government regards as the better employers in Hong Kong is too small a -sample.
Even if the PIU report were accepted, why has Government set the Stenographer maximum $46 below the median? And why does it not introduce the minimum median ?
Why cannot the Trend Report of the HK Productivity Centre be accepted ? It gives a much larger sample over a wider spectrum of companies and indicates a higher average maximum pay point for Stenographers which is in line with what Stenos/SATS would have received had they benefitted from Equal Pay.
